A lock picker has not been required for Iron Citadel for a while. Six or seven years. The chest in question has lore that will confirm this. Granted, rogues are great to have along there for other reasons, and you would still need a bard to lore that chest, but there's also a secret way to get a bard directly there that nobody has found yet. (Currently posting from behind a blue door, which also can be opened.)
