Did some more testing. I can shield block them or they simply hit or miss. There's no dodging or parrying going on.
I did testing with mood defensive w/master armor up to increase dodge. Enemy had a shortbow and was 30 lvls below me.

Shouldn't we be able to dodge/parry arrows?

I don't know about parrying, but dodging, yes, however at a very smaller chance of dodging a sword. The arrow is thin and comes at you very fast. If you can dodge it at all, it should be hard.

I would agree with that. Even a sprite with full dex should only very rarely be able to actually dodge an arrow fired at an incredibly high speed. But lots of arrow sure should be missing him since the target is so small.
