What about player made quests. Paragons give out xp, and religious leaders and trib/cabal leaders give out quests still, right? Why not get rewarded with a small amount of xp for that? Like...some sort of bounty board type thing.

Or even a way to find out about quests. I am assuming that someone has not, in fact, discovered every quest. If so, that seems like wasted quests. I could be wrong, and I would really love to be.

I like that idea, limit it to hfs and trib leaders as a way to test inductees like squires and such.

Enforce alignments, the game is supposed to be centered around roleplay though it seems a good deal of the characters are hard to distinguish between each other when it comes to their alignment. Stop the gungho join a tribunal and PK everyone you feel like into the dirt.

Enforce roleplay, so that if so and so roleplays behind your back and then kills you that he must interact with more than a spit and loot.

Make the penalty for death when it comes to law much steeper and increase the number of ticks stun lasts so people can do a full loot on you or just stun you to teach you a lesson.

I've been asked a number of times by countless new characters various quests to go on and I like to share them and show people new things. But In the close to three years I have had thyki I have completed 71 quests and have about 15 uncompleted ones in my quest list and one I purposely failed, which leaves close to 100 that I have little to no idea about.

What I think would be reasonably easy would be to have a list available to leaders of all the citizens in their kingdom who need aid and a general location for them. So people looking for quests have an additional source aside from hoping to stumble across the right NPC or pick the right thing out of a room description, or the right word to say. I mean, it makes sense for the leadership to know who is seeking help in their domain.

This is more difficult, but if not a leader, a NPC in the "public services office" ask him/her if anyone has requested aid recently and they could suggest quests based on level.

Obviously not all quests fall into kingdoms, and these would be left for the more adventurous to find.
