I've been asked a number of times by countless new characters various quests to go on and I like to share them and show people new things. But In the close to three years I have had thyki I have completed 71 quests and have about 15 uncompleted ones in my quest list and one I purposely failed, which leaves close to 100 that I have little to no idea about.
What I think would be reasonably easy would be to have a list available to leaders of all the citizens in their kingdom who need aid and a general location for them. So people looking for quests have an additional source aside from hoping to stumble across the right NPC or pick the right thing out of a room description, or the right word to say. I mean, it makes sense for the leadership to know who is seeking help in their domain.
This is more difficult, but if not a leader, a NPC in the "public services office" ask him/her if anyone has requested aid recently and they could suggest quests based on level.
Obviously not all quests fall into kingdoms, and these would be left for the more adventurous to find.
