Not really. It means that A) I'm awesome, B) the Peacekeepers are inactive/inept, and C) I've either spent the time to drain their tribunal accounts (Boring for both them and me) or I'm only PvPing in wilderness areas in their territory.

Dulrik will never remove bounty NPCs, though I agree they should be.

If I played in a tribunal (say the peacekeepers) and someone were draining my coffers (say Turon) I would just keep a good bank acccount of my own and just deposit in a few obsidian when I logged in, or, better yet, when I thought the enemy was already in the city somewhere. Surprise!

Having the ability to drain tribunal accounts of their cash does not a solution make. Plus, there's the boredeom in the draining.

I always believed that bounty NPCs are one of the worst implementations in this game, taking away all potential for pvp inside cities. Things like that lead the game at a point where pvp would happen ONLY in Teron.
