Or we could just fix is so they are all roughly the same, and you're executed for your crimes if they rack up over 3 or 5 days jail time.

In Exile's defense, it gets attacked way more than Nerina or Sith'a'niel. I'd have stronger security too. Maybe Exile should have a homeland security system so whenever you log on the alert goes from yellow to red and spawns more Peacekeepers.
