Should scouts be given everytihng when the hit master? (Able to skin anything, tame the tamable and find all the herbs?)

Kinda. They can't become charmed until vet. You can stop animals attacking you. That is it.


Unless it's been changed in the last year or so you can tame animals and make them your pet before veteran.

Yes, you can tame animals a slight bit before veteran. However, to do so, you will need MASSIVE charisma right out of the creation box. Most people don't go that route, instead picking up str or con out of the box in stead. In which case - no, you can not tame anything USEFUL before veteran. I think the earliest I tamed something was init 2, and that was a horse from Nerina.
