The answer is obviously no. Otherwise the help file would be in for the race and an post here to tell you it's in like the other stuff just added in recently.

I don't claim to be correct 100% of the time. There are a hundred thousand details in the code and there are some parts that I haven't reviewed for years. So I can be wrong, although I don't do it intentionally.

Minotaurs are now available as a playable race:

[Race help] Minotaur

"I once saw an altercation on Chaos Road between a Teronian half-elf and a minotaur named Boavinus. The half-elf was arguing, correctly, that Teron was located in Uxmal; the confused minotaur argued that Teron was of Zhensh. Their words grew heated until Boavinus roared with anger and gored the half-elf with his horns. The half-elf died instantly, but Boavinus's fury was not abated. He spent the next hour bellowing in rage, calling for someone else to challenge him. The lesson to be learned here: Don't argue with minotaurs."

Minotaurs are large, muscular humanoids with the head and hide of a bull. They also have cloven hooves in place of feet. Although their bovine ancestry makes them tremendously strong and tough, minotaurs anger easily and are particularly prone to acting before thinking about the consequences of their actions. When flying off the handle, minotaurs tend to gore victims with their horns, which grow during puberty regardless of gender. While most races of the realms have innate psychic talent, this hard-headed race has an odd defense against charms and mental attacks that also makes mind speech extremely difficult. They are weak to energy as well as sonic attacks which target their sensitive hearing.

And if you weren't there for part 2 of Ancient Feuds, you missed a couple of big changes in the world of SK, not necessarily related to Minotaurs. But you'll have to find out about that in-game.

Why no priests? Why no warlocks? Why no rogues (can't really say they're not sneaky because of hooves if centaurs get hellions)? No one will ever play a minotaur merc without innate tougness. Head is the weakest stop, and they can' wear armor on it leaving 3 viable class choices for them...can we please get some more?

Did you mean to say MINOTAUR here instead of CENTAUR?

Not that centaur is a bad choice by any means. Did you know they are no longer vulnerable to energy? And centaur barding is now worn on the legs instead of the torso? And that centaurs can be paladins and hellions (assuming they are the proper alignment)? Food for thought.
