I think we need to change who does and doesn't get outlawed for defending the country they're in if they're not part of the local tribunal, especially with certain tribunal leaders being gone and hence unpardoning for weeks on end.

Here are some ideas:

Idea #1: Make it so that if you are grouped with a local law enforcer, any otherwise-crime you commit can only be reported as a crime BY that law enforcer. Therefore, if they feel something you did was criminal, they can have you punished- but if you're helping them defend the city, you don't need to run off and wait for a pardon.

Idea #2: Make it so that killing someone who is banished is not a crime, or create a special flag, like banish, that removes an individual's legal right to not be killed.

Idea #3: Make a special flag that you can put on non tribunal members, but allies of that tribunal, that makes it so that any crimes against non-tribunal members that they commit and are reported do not become active charges against said ally unless a tribunal leader, who can look over what otherwise-crimes his allies have committed, specifically decides to rescind the amnesty of an otherwise-crime.

Note that ideas 1 and 3 both fail to give the perpetrator full amnesty, but rather extend the benefit of the doubt to anything he/she does, minimizing abuse of amnesty.

The only thing I don't agree with is number 2. As it is currently, you don't die for being banished from the country. You get teleported somewhere random. I would say that mugging them is not a crime. Otherwise, I agree with you. I would even go so far to say that if you mug someone to knockout, a law NPC shows up and tps them.

I do honestly, personally lean towards 2.5: another, banish-like deathflag.

I like that type of flag, but make it cost the trib money for upkeep. So, that it doesn't get too abusive and/or limit the numbers they can give out.

I like number 2. If someone's banished, because they're effectively at war with the country, it's sensible that the law won't protect them anymore. This also allows for effective alliances in time of war, with or without a leader's blessing.

The others are all right, in that they make sense. But they put lawbreakers at yet further disadvantage in PvP. Is that really warranted?

I don't understand how it puts lawbreakers at a disadvantage in PK. Getting full confiscated and executed for killing an invader usually happens after you kill the invader. It won't so much make it easier to PK lawbreakers, as it will make it easier to prevent THIS from happening:

Once upon a time...

In the Taslamaran days of olde, a necromancer most foul hath kidnapped the princess, who shall one day rise to be Queen of Taslamar. The troubled King sends out a cry for noble heroes of far and wide, and many are those who come to answer the call to arms.

Finally, Sir Pious of the White Flame and of the Hammer of Light rides down upon his noble white steed to answer the call. He travels for nigh on days, and finally confronts the evil necromancer, and smites him with his majestic hammer. As he rides into the city, the good people cheering aloud, he swiftly makes his way to the castle. Walking into the king's chamber, he immediately hears a cry from the guards-

"Halt, Lawbreaker!"
"You will pay for your crimes!"
"For the murder of Delear, you have been sentenced to:"
"Death."
A castle guard confiscates all of your equipment.
A castle guard confiscates all of your carried wealth, and in the bank.
"Your prison sentence is 1.5 days. Execution will follow once you have done your time."
Sir Pious, screaming in horror, is dragged down to the castle dungeons.

An executioner yells, "Sir Pious will be executed at sunrise."

An executioner raises his axe and cleaves off Sir Pious's head in one, fell swoop!
An executioner yells, "Sir Pious has been executed. Go about your business."

King Gerevan snickers to himself.
King Gerevan says, "And that's how you avoid marrying off your daughters to every lonely crusader."

Make it so if someone who is wanted OR banished in a lands is attacked and defeated, rather than killing them have some sort of intervention at the death blow and have the criminal "whisked" away by the guards to be dealt with accordingly. This would make it so PCs could actually defend their cities and rather than always killing the criminal they would in effect be handing out the sentence like the NPCs do. Something exactly like the duel system, except for the law system. I think anyone who attacks a wanted person in a territory they are wanted in should be viewed as aiding the Country as an ally, and given immunity.

Also I would like to see bounties for the heads of banished criminals. This would be so great for the game I think. Lets say if someone is banished, and it has to be BANISHED. Upon looking at the outlaw list someone could see this, and see a reward for the head of (player) 5 plat reward or whatever. It would promote pvp, it would also be an amazing alley-way of RP for people who have always wanted a real legitimate reason to be a bounty hunter. Imagine countries contracting out bounty hunters, I'm getting giddy just thinking about it. Of course this means when players are killed (if they are banished anywhere) their heads would need to be a 100% chance to severe upon death. Or create a command which would allow you to do the dirty deed yourself after killing them. I'm sure there's plenty of people out there who would just collect heads for RP's sake.
