Are they? I can only think of one decent Tribunal (since I last played).
All of the others are seriously lacking in their utility or purposefulness, I've heard of a lot of reasons for this - both how defensible a city is and how well it was or has been built by ImmortalX. I think they all have their advantages though, you just have to be smart about it and use the resources you've been given.
Who knows whats been changed since then. I definitely wouldn't say they're over powered. I would say, however, that cabals have been given the short end of a stick by being thrown into some silly CTF system. I believe the reasoning behind that has been that the cities are supposed to be newbie friendly, not forcing players who would rather not be in the midst of a war to be in one?
I can think of a couple of pretty good solutions to this problem. For example - using the off villages as havens of sorts. Everclear in Taslamar for example. The cities would need to be rebuilt to support that kind of thing though, and it would spread a pretty thin playerbase even thinner. Players who wouldn't want to be involved in the Tribunal mess can easily already use these cities, since recalls are set to portal stones. But with inn/tavern bonuses limited to only the major cities the likeliness of this is pretty slim. I think if you put an inn/tavern in each city with a water source it would help a great deal with moving CRS to the tribunals where it belongs.
I will say this - some cities have a pretty crippling weakness if you can manage to use your head and figure out what it is.
