With the current MC, it's pretty easy to see where the line would be drawn, too.

Some MCers are much more interested in being Tribunal-type players and others are mucch more crusade-y.

Implement, please?

The Empire have always been without too many tribunal NPCs (especially casters, with the exception of hellions) - now, they have highlevel mercenaries and some sorcerors on top of that, I'm uncertain whether the high-level hellions are new or just haven't been used in the past.

It might just be the new tribunal change which has opened my eyes for the MC's power, tribunal-wise.

The mercs were there before, hellions were there before. The only thing I don't remember from the past is the sorc backup.

Nonetheless, I recall from my various MCers the strict policy of no other spell casting classes apart from the hellions (and not too good guards, either), because of the added factor of the cabal spells/skills.

I would imagine the guards got the buffing because the bounty NPCs were better than the city guards.

How about doing what makes sense IC, and adjusting the balance of things to fit?

Yes, it makes sense for the Midnight Council to keep their leadership powers. Since that's imbalanced, let the other cabals have a good power as well - heck, two if need be. Why let little things make the gameworld less real?

No, it doesn't make sense that the Midnight Council would ever give up effective control of the Empire - or have anything to do with advancing the Emperor's cause if they were actually removed. Keep the cabunal together. If that causes a balance problem, find a fix that isn't ICly insane.

I think you will take out a lot of the identity of what will be left as the Midnight Council if such a separation occurs. So unless we're talking about ditching the MC as a concept completely and forming something new to allow a separate tribunal for the Empire, I don't see how this will end up well.

You also need to consider the playerbase. Are there enough people to support the extra cabal/tribunal or will they both end up dwindling away?

MC shouldn't have law immunity, no other cabals has such. That is a reason I believe they should be split into 2 factions. Which would mean if done the MC would need a new skill and or spell to replace leadership.
