Simple idea to enable RP with a stunned foe.
When someone is stunned you can perform a "knock out" blow. This gives them the same effect as a successful headbutt. Leaving them unable to respond but able to hear and listen to RP.

It would also enable someone to be used in a hostage situation. Yet only last for the time of a tick so to hold someone down you must stand over them effectively holding you in the place. Or give you enough time to run and get a guard after the battle if your a tribunal member.

I can see this idea leading on to future commands like bind and capture for more options after combat than Kill and loot. This idea in my mind is a simple version of these more complicated options.

There should be a knockout. Mode stun sucks. Not enough time, and they'll wake up on the tick.

I can hear the abuse-train pulling into the station.

Grakus Please point out where it could be abused. As far as I can see. This is less abusable than all other methods to hold someone in place. Less harmful than a sleep spell cast and the caster walking way. To hold someone indefinitely you have to not move way from them for longer than a tick. If it is being abused (someone held down for 10 min) a pray could solve the problem on the spot or better yet a tell to someone.
Perhaps have the command check against bounty NPCs if your have used the command in the last two min and you are banished in a nation could ease your worries?

Be constructive if you can see abuse point it out so it can be dealt with before it becomes an issue.

This has been infinitely proposed to Dulrik, and has unanimously rejected multiple times.

It is super-easy.

Ive never heard a reason why this should not be implemented. There has been no stated reason as far as I understand other than effort vs results. Which is why I suggested an idea that would run off existing mechanics to reduce effort.

Grakus If you wish to have a discussion on the subject by all means but you must put in something more than I could abuse it so it shouldnt go in. Perhaps show some examples of where it might be abused why you dislike the idea of this RP tool ? Also consider half the spell casters who play the game can stun someone then spam sleep on them till success and walk away is 10 times more abusable and vindictive mechanic. Yes these have been changed significantly like the cabal spell producing similar results but sleep can still be used vindictive yet it is not ...

I would be loathe to see such a feature implemented in the game.

I would like a feature where you can see, talk and send tells with no problem but you cant move and your health is at 1HP...

That is a RP tool...

Making them able to see while stunned is only half the issue. The other issue is that most people will be trying to run like mad because their adrenalin is still going from the PK and they are thinking "I dont want to lose my loot". Ive had this happen before when I was fighting with someone and didnt have a chance to get <weapon> <person> before the tick happened and they ran off. There needs to be an extra delay when needed.
I would say stun should last all of current tick plus the next tick but often that would be frustrating for newbies in newbie grounds or duel to the stun to name a few situations. The idea is basically I have "PKed" you now Im going to RP with you but I dont want to actually kill and I dont want you to run off at the first moment I can interact with you.

Perhaps if you could see while stunned and stunned was changed to the new combat code so it would last at least half a minute. I could see this being a little frustrating but it would fit the need with out being to harsh.
If you where stunned at the start of the tick you would have to wait the full minute if you where stunned at the end of a tick you would only have to wait half of one.
