A hellion can cleave you in two and you die. A scout would get a small increase in damage and just be able to localize it. Cleaves aren't designed to disable limbs, they are designed to kill you or help kill you as quickly as possible.
The cabal skill in question can be used to totally disable and screw people over no matter what your class. This would require you to get the absolute "jump" on the person as a scout. It does not duplicate it in any means, and the reduction in accuracy will cause a lot of misses, and doing it from a great distance *read a room away or more* the accuracy would decrease even further. The ambush trick shot off the tree, through the bend in the branch, off the castle wall and into the person's left arm, cutting it off, would be a rarity indeed.
What is it? It's a called shot, duh.
