Many scout trainers can be found all over Ayamao, you just need to remember not to restrict where you look. Not all trainers will be obvious in any city. Some may be shopkeepers, some may appear to be nothing more than wandering NPCs. Just be patient and explore, you'll figure it out.

After being more thorough in Sith'a'niel (though, I thought I was thorough the first time I feel very n00b now) I found the trainer for butcher and some other handy skills. I also found a couple normal NPCs that train scout skills.
