I was recently outlawed in krychire, and for the fun of it decided to go into the entrance. The undead guards attacked me, I fled, they started tracking, but then I went out of sight, they did the "peer around themselves" number everything I moved. However, eventually they didn't attack even when I was visible again.

Outside the village of Krychire
  You are standing outside a village that was once quaint but now seems more
forboding. Small two and three story buildings with slate roofs speak of a
peaceful town, but the imposing wall surround it tell otherwise. Shadowy
figures can be seen still and unmoving among the parapets. What appear to be
whitish spikes grace the top of the ramparts.
   It's mostly clear, freezing, and there is absolutely no wind. 
Obvious exits: n(closed) u wilderness
     A decaying corpse of an elf is impaled on the spire here.
     A small red poppy with tiny black seeds lies here.
     A thin layer of yellowish wormwood bark lies here.
     A thin spire of sharp rock juts out of the earth.
     The wilderness lies before you.
A giant unliving creature stands here motionless in rusting armor.
A giant unliving creature stands here motionless in rusting armor.
A giant unliving creature hunches over and peers about for something.
An undead minion exclaims 'Halt, lawbqeajfr!'
An undead minion exclaims 'You shall pay for your crjmes!'
You dodge an undead minion's attack.

The City of Krychire
 sssh^^|hs This valley appears to have been created from an earthquake
 ssshhh|ss some hundreds of years ago.  The sharp and often jagged edges
 sssv*v/ss have supported several tufts of grass and several stunted shrubs.
 ss---+vvs Weeds choke what remains of the soil along the valley walls.
 s/^^^h\-? It's mostly clear, freezing, and there is absolutely no wind. 
Obvious exits: n e s w nw ne sw se village
     The road leads into a gap in the walls of the village of Krychire.
Run away!  Run away!

An old road through the hills
 sshhh|sss Scattered copses of stout pine trees dot the hilly landscape
 ssv%v/sss here.  In several places, piles of talus have accumulated from
 s---*vvss some of the larger rock outcrops further upslope.  Lichen covers
 /^^^h\-?s much of the bare stone.  It's mostly clear, freezing, and there
 ^^^sssssv is absolutely no wind.

     An old sign is planted here next to the gravel road.

Rolling Green Hill
            These snow-covered hills have only a small amount of the
   ss~~~   eventual frost and cold which will be found in the deeper hills
   ^h*~~   north of here.  The depth of the frost here is barely enough to
   ^^^^?   chill the bones and weaken the body to the point of death.  It's
           clear, cool, and there is absolutely no wind.

Seems that after one of their guys died (probably failed the climb check) they just stood there with me visible and not doing anything about it

They tracked you from one area of law to another. Not sure why they did that.

Are they supposed to be able to walk up into the air above the city?

Nope. It's just that the city isn't all that huge so it's marking point on the map is also the entrance. There is no "Above the City of Krychire" area. :wink:

No, the whole time I was in the northern wastes, I just went to the nearest mountains to see if they would climb, which it seems they did and the leader of the group died, which it seems made them stop being law NPCs. Now that I mention this, I remember when a guard is left out in the wilderness (tribunal member leaves via recall/summon/death) you can go back up there and the guard won't listen to the tribunal member.
