syntax: note new

When this command is used, it will bring only the newest notes going as far back as your scroll setting - 1.

This would help a lot of people that want to look at the notes without having to wade through the bizillion old ones that are now (95% of them) irrelevant to today.

I don't want trib leaders able to tear down notes willy-nilly. Just do a Yiggmasday purge of anything on the astral boards over 20 years old or something.

I don't want it torn down either. Just a way to filter through all of the crap so that only get the list of the newest stuff.

I want a list of the most current notes, I don't actually want to read the last note, necessarily.
