Why is the game counting the same crime twice?

Example: I kill Jim Joe Bob, and get reported for it. I go down for two murders of Jim Joe Bob though. This happens even though you can only kill someone once in the instance that you kill them.

The game has been counting the same crime twice occasionally for a little while, maybe less than a month. Not sure what triggered it.

considering the fact that I killed said character instantly, he didn't have a chance to run away.

I have a feeling the game has no "history" when it comes to outlaws. So, if you kill someone, and then go to jail, the game doesn't remember that the crime took place. This would allow situations like this to happen. If Cyra is who I think he/she plays, then this definitely did happen, because I reported someone yesterday about 5 RL hours after the crime took place...

I'd like to see criminals released outside of the cities to be honest. I know as someone that was willing to break the laws in the first place, if my gear stayed mostly in tact then I'm going to look for a new target as soon as I get out of jail (Good or Evil it happens).

This is also hell on Delfs that are jailed in Ayamao because you are released right there with two guards that may or may not shout and attack you, in which you've caused no crime but could end up in jail or dead and still outlawed.

Which now brings me to a new point. Being killed and still having to serve jail time, if a Guard NPC slips up and kills you why should you have to serve jail time after you're already dead. Or if I tribunal member kills you why should you have to serve time? You have been punished for the crime and probably gotten a full jloot for your time why should you have to sit in a room for countless hours while you've already been tried and punished.

Usually when I do that though I get the "That crime has already been reported, Thank you." speech. Granted I guess there are times that you could see the two crimes (Non killing and the murder) and only one be reported by NPCs or other PC and then you report yours and them accepting them. I think that actually solves the question there.
