Because the obviously correct way to hide is to close one's eyes, via the unbreakable rule "If I can't see them, they can't see me." The problem with having your eyes closed, however, is that you can't sense anyone else on the who list. In fact, when the who list is accessed while hiding, it's really only supplying you with a carbon copy of the who list from the last time you accessed it, and even looking in your current room briefly causes you to become visible as you "blink" your eyes open, such that if someone were to look at the exact same time as a hidden person did, they would see them.
Therefore, in order to communicate with someone else mentally, you must open your eyes to "see" them, which also allows everyone else to see you, since you can now see them. As a result, everyone sees you as stepping out of the shadows.

Actually, I just think it's a balance thing. The hide skill is extremely powerful, and if it were possible to send tells while hidden, then it would be simply broken.
