First off, i don't consider the number of enlights a good way to judge the PAR. My personal opinion is that the imms should select them using all the data at their disposal- both personal interaction, seeing them RP, and the number of enlights. Since being a PAR doesn't really make you "better" in any way i fail to see how favoritism could be called into play that much. PAR is more responsibility than reward. In fact, it's all responsibility. What rewards?
Thanks to the "nepotism will be punished" line in the help file PARs rarely get rewards from each other.
Having said that, i don't think they should be evenly distributed among aura. Assuming they're the best active rpers out there for that class (a big assumption, but that's what it's supposed to mean at least) it should be the best available, not the best based on aura.

While I do agree with that to a certain extent, it's hardly impossible. Sorel got 1/2 of his known rewards from darkies.
