Was this with a cast chain lightning or with a chain lightning stave? Cast chain lightnings are actually more effective when you're dealing with fewer opponents, such as 2-3 enemies. The strength of the chain lightning is in the first few bolts. The later subsequent ricochet bolts lose so much power that they become mostly useless, so you are better suited to use it with fewer enemies and save fireball for the groups of 4+. Chain lightning staves, on the other hand, always worked completely differently, due to the mechanics of how staves work. Remember back in the days when Lorzatu would march into the square of Exile, brandish a stave, and obliterate the entire city in one shot? Because staves cast a spell on each enemy in the room, a group of 4+ people in a room ends up casting 4+ chain lightnings at once, which can be devastating.
They wimped chain lightning staves long before I came back from my hiatus, chain lightning staves are now no different than casted chain lightning. They just issue one chain lightning that hits everyone in the room with one bolt for each person in the room. Nine people in the room means nine bolts for everyone. Unlike the pre-nerf chain lightning staves which was one chain lightning spell for every person in the room, so nine people meant nine seperate castings, and everyone getting hit with eighty-one bolts of lightning.
Wands of chain lightning are actually better these days than staves, because you can zap the wands into different rooms.
Despite that, I still think chain lightning is fine, all the logs I saw were of warlocks casting the spell, even if they did brandish a stave, it would have the same results.
