If animates are going to be the bread and butter of a necro, I think that they either need to be able to animate any level corpse once they reach GM or that no corpses should be higher than level 50.

Yeah there is that problem too. I wonder if you could animate them with a singing bard in your party?

I'm not sure with these who lists if "have a pocket bard" is any sort of help, but it's an interesting idea.

You should be able to animate higher level corpses with a bard's help. I just made some adjustments in some of the Outer Planes to accommodate necromancers, nonetheless. Not everything can be animated by a GM necromancer working alone, but more can than before.
