I'm going to assume you are joking if you think those player groups had legitimate chances at becoming cabals or tribunals. Aside from the brood, I don't know if I have seen anyone attempt to make a non-family, cabal-type player group in a while. As well, I suggested breaking into a sub-section of a cabal. While those groups might have done something like that, it really wasn't the type of thing I was talking about.
An idea might be to join the MC and try to break the midnight-cabal portion off of the legions of the east. As much as I have been against the idea, you would then have two groups and have your dark crusading group. As well, a certain leader could possibly break a piece of the Adepts off to make his own blood army or crusaders of darkness. Then that cabal could be split in two to make one group that acts more like a church (anti-fist) and the other that acts more like anti-hammer.
This is just a rough outline of a suggestion, and by no means is it limited to just this. My suggestion is meant to get people to think creatively and in game rather than continue to gripe on the boards about how what they think they need.
Aaaaand, I think Dulrik might be more keen on the idea of starting a new group if he sees there are the numbers to support it. Many people, including me to some degree, wish there were a few less options, not more, and I think that is one of the primary reasons there hasn't been a new group aside from all of the work.
