The number of rows displayed on the screen varies based on how big you make your window. The game has no idea how big your window is. It's your responsibility to tell the game that information using "vt <number>". Until you do, it's not going to work - user error.

It may take a bit of experimentation, but you should try to find a setting that leaves one row open at the bottom for text input.

Okay, now that I got it working now. I just have regular vt on (not extended) it has a line for affects but . . .none list listed. Although, I have 3 on me at this very moment. Thanks D

Hopefully you bug reported that and included the names of the affects that you were not seeing. You know, instead of just trying to be an [REDACTED].
