You can shield block arrows. I think you can dodge them as well.

I am not sure you can dodge arrows. Shield block and cabal, sure, but can you actually dodge arrow projectiles?

I see people doing it all the time. Just the other day, this guy was waiting at a bus stop when all of a sudden a bunch of cowbows on horses road by and started firing arrows. He was like "dodge", and I was like "whoa".

Dodging arrows fired from a lone archer is not actually terribly unreasonable (assuming one is aware of the archer, of course).

So far, I have not seen any NPCs dodge arrows. but that's npcs and I don't do PvP enough to tell you if PCs can dodge them.
