Haven't tried any scrolls, but I'd guess they might follow under the same question:

Are staves and scrolls level dependant as far as whether or not you can use them? My sorc is currently average at all the appropriate skills and every time I've tried to brandish a stave I've failed, but no problems with the practice wand you get on creation.

I know staves are. Those rowan/yew staves you get in the Ayamaon Outpost? You can't brandish them until you're too high of a level to really be in there.

Staves and wands have a level limit on them of that I am sure. Scrolls I am not so sure, but like you said I would assume they do.
Practice wands are set to level 1 so any level can use it.
You can still improve at the skill well useing staves/wands to high level so there is half a reason just to burn the staves and wands you find.

Speaking of the rowan staves...

My priest was recharging one and this came up after a failed attempt:

Code:
This is a short length of rowan, a medium wood staff, weighing
approximately 5 lbs.  The staff holds -1 underpowered charges of create food. It is of average quality and is worth approximately 175 silver.

Shouldn't it go boom at -1? Or is there some reasoning behind it?

Sh!! You don't really want it to go boom! If that were true, then any failed recharge attempt on the uber-wimped 2-charge staves would explode them.
