The progression to penalize weapon speed must be pretty fast.
I just recently read a log where it cut down someone's attacks to half by the time he actually got around to attacking, which was in about 3 rounds time.

Since it's quite possible to die in less than three rounds, that's certainly slower than instantly dropping to half your attacks as soon as the bard opens their mouth. And I'm not confirming that it is three rounds either. The speed that the song takes affect depends a lot on the bard.

Persuade, f minor, b aug, maybe now songs of antimagic... basically anything else that requires a save. Which isn't much.

Rolled two bards, didnt like the stats of the first. Both had similar DEX. Seemed that the roll with significantly higher CHA had less fail at dancing. While this isn't an exhaustive test, is there any merit to this?

Charisma impacts pretty much every ability unique to bards (except tumble).

Edit: Actually power chords don't really use charisma all that much.
