If the answer is that they know they're not stealthy because they hear their own footsteps, then why can't a would-be camouflaged scout simply look down at themselves to check the validity of their cover?
Dulrik explained this before that when you use the skill, you have the natural expectation that you didn't fail at it. This primarily works when you're mastered at either one, but there is still a chance to fail, albeit an incredibly low chance.
