If I resize a container like a backpack does it hold less? Am I penalized for wearing too big clothing?

The bigger the container, the more it will hold - but that's subject to the size of the items you put into the container. The only penalization that I'm aware of is that the container might be heavier.. But that's insignificant, when it comes to containers.

I'm pretty sure that containers have both a weight limit and a "number of items" limit, and that resizing the container affects the second, but not the first.

Or maybe it's the other way around...

I don't think the size of your container matters aside from the size of the items you can put in.

Like the Flaming Robe of Winning.

Let's say it's giant sized. It can hold 200 lbs of up to giant-sized items. (No huge items.)

If you resize it to tiny, I'm pretty sure it still holds 200 lbs, but you can only fit tiny-sized items into it.

I'd be shocked and astounded to learn there was an actual # of items limit. I'd be willing to bet money there isn't.

Personally, I always keep containers 1 size too big. (Unless you're a giant.) Because you can still wear it, and if you're a medium-character that means you can fit griffon/mino/centaur sized stuff in your bag. Small-chars can fit medium-sized stuff in their bag. Etcetc.

My advice to you is to make your container one size larger than your character. If you make a sprite make it small, a halfling or gnome or dwarf, make it medium, a human or fey character make it large, minotaur and centaurs should wear giant and well giants should have giant.

I guess my newb status has been returned. What's wrong with giants wearing huge sized containers?

Whatever your reason, they come in handy when you have one to go dragon-skinning with.

I think either they assume you can't make huge size, or people have forgotten that Huge size exists because there are no Huge PC classes.

Oh, then...yeah. All of my giants wear huge sized containers. It truly is a waste of weight limit on the character, though, except for carrying dragon skins. Nothing else that's worth carrying is of huge size.

That's the reason I'd put only a giant sized container on a giant.
