Although I see logic in your comments, I quiver in fear at the idea that Dulrik spends his apparently mega-limited coding time on things such as these instead of big game changes that could be very quick to implement :(.

I'm pretty sure the change in question (which was technically a bugfix) took place back when I was still in college and had time to kill. And by the way, that was more than a decade ago, so making comparisons to now is dumb.

But it was actually a pretty important bugfix, since you shouldn't get a GM level effect by buying a level 1 scroll.

You misunderstood what Jhorleb wrote. He pointed out that although when using a GM scroll as a level 30 you would get the 'level 30'spell to affect you, when using a stave to do the same thing you simply cannot use the staff until you are a GM yourself.

Game mechanics was never your strong suit, but its ok, its ok!

There are plenty of massive game-wide changes that could take place with only a few minutes of coding that have been proposed over the years. (such as changing whether defensive buffs or AC is counted first when determining melee damage), or limiting necros to only being able to animate in their own group.

My dream is to have our solitary coder work on these rather than on miniature bug fixes.

I'm pretty sure that the stave thing was always part of the code, so it's not a change that I actually made. Even if I'm wrong about that, it was still something that changed a long long time ago in a different time of my life, so my argument remains unchanged.
