 Post subject: Cabal raiding tweaks

There have been a few changes made to cabal raiding in the past few weeks:

- Inner and outer guardian hit points have been reduced significantly.
- Some cabal defenders will now spawn ethereally to oppose ethereal attackers.
- Outer guardians now have a chance to dispel attacking NPC's.

Further changes have been added for a further experiment on improving CRS play.

    *Outer guardians have significantly more hit points.
    *Inner guardians have slightly less hit points.
    *Cabal defenders have been reduced in strength.
Since I'm not making a separate thread to make this announcement:

    *Bounty NPCs have been reduced in strength.

The goal of these changes is to put a slightly greater burden on PC's in defending their headquarters or city.
