This means that any paragon who uses his position to reward his friends (be it IC or ooc friends) over and over and over will be stripped of the paragon flag and heavily penalized.

This happened tonight to Barith. He was removed from consideration for the upcoming month's paragon slot and was penalized experience equal to the rewards he had wrongly given out.

By way of addendum...

Although every help and welcome screen relating to Paragon explains that rewards are meant to be given out for roleplay, it seems some people expanded the definition to include rewarding characters they have never met, nor roleplayed with.

Rewards are NOT to be given out randomly.

Read HELP PARAGON if you require further explanation of this.
